Question: What does the above (Qualification)mean?
My Answer: What that means is that you are qualified to post for the advertiser's opportunity. The specific advertiser maintains lists of blogs which suit it's needs and your blog has to be in the list.
Question: How do I know that I am member of the advertiser's Blog Roll?
My Answer: The QUAL box is green. 
Am I right? Please let me know if it is wrong.
